The US State Department has classified Russians as “homeless nationalities.” This term is used for Russian citizens in a document describing the visa application process.
It explains that the category “homeless” includes visa applicants from countries where there is no US consular representation or where the political situation is considered unstable.
In addition to Russian citizens, the list of “homeless nationalities” includes residents of Cuba, Eritrea, Iran, Libya, Somalia, South Sudan, Syria, Venezuela and Yemen.
Russians are advised to apply for American immigrant visas at the US Embassy in the Polish capital, Warsaw.
